CCTV Demand in Bangladesh
With the rise of security concerns sale of CCTV and other security device shoots up in Bangladesh. Mainly banks, industrialists are the biggest buyers. In 2013, security products importer Credible Technology would receive 8 to 10 queries in a day. After two years later in 2015, the number has shot up to 30 queries a day, according to the media. Mahbubur Rahman, company’s chief executive officer.
“On many days, the number of queries is more than that”, he said, adding that Credible Technology’s monthly sales crossed 50 million taka (US$ 643,095) in 2015, compared to 20 million taka ($257,238) in early 2013. [Source-the daily star]

“Any one who can afford to buy equipment is now seeking extra security measure to deal with their safety concerns. Even a small grocer wants to establish surveillance on his shop and monitor his salesmen from his home.”

The product price is higher than some other country near to us. This is for the high duty of the product to import. The distributor have to pay 47 % duty to import CCTV camera. That makes the price high.

Just take a look some heinous incidents happened which were discovered by the footage of CCTV in recent times in Bangladesh. ‘Women sexually assaulted amid Bengali New Year ‘, ‘Premier University Student killed in BCL clash’, ‘Bank security guard murdered in Chittagong’, ‘Publisher and writer Dipon murdered by extremist ‘, ‘ Jubo League leader Riazul Haque Khan Milky murdered’, ‘Ghoiroya Hotel worker killed by owner ‘, ‘Jewelery shop loot by miscreants’, ‘Businessman abducted and loot 1.5 lakh taken in day light’, ‘Arsonist tries to burn Garment factory’ etc. All these criminal activities were exposed due to the usages of CCTV. So the benefit of security cameras is huge that cannot be ignored. Bangladesh government also understand the necessity of this device and ordered the administration accordingly.
Already Dhaka City Corporation north is planning to deploy 1200 CCTV. It is clear that it would be a good step taken by government to ensure the security of Dhaka city. So imposing 47% duty on such demanded product is contradictory . The government itself procuring the devices that cost huge.

The government has been procuring this product at costly, so the service became expensive for the government also to offer for the public. So if we want to reach the door steps with digital service we need to have the service in an affordable price, so that the rural can be connected with the digital arenas. When someone find that she / he has to spend 1.5 times more money to have a CCTV. Then they must discourage to get CCTV. Imposing the 47% duty on CCTV makes the service expensive. Then we assume that miscreants will be reckless. Gangster and hooligans would be desperate to commit any criminal activities. They even don’t think twice to do any kind of wicked activities. So people have to be mentally ready to have another fierce year like ‘2015’ or more. If that happens then that would not good news for Bangladesh.
This duty on CCTV is a not a prudent decision taken by government. As every security cameras price will increase almost one and half (1.5) times than before. That means if any CCTV’s price $100 then after the imposing duty a buyer have to spend $147! That’s a big amount. This extra amount of money must discourage people to buy CCTV for security purpose. As a result criminal activities would cease. That would be a future headache for the government as well.
The government wants to create a more secure city as well as a country but imposed a high duties on CCTV. This decision contradicts their intention to have a secure country. CCTV is an ICT product like other like printer, monitor, personal computer, Laptop, Camera, etc. Present government has been working to make Bangladesh digitalized.
To make a secure and digital Bangladesh government should consider the duty comparing with other ICT product. The concern authority and business community also need to work together to reduce this duty so that the product may become affordable for the mass.
More over the government should some common strategy and policy guideline to impose duty and tax upon the ICT products .If we want a digital country in a fact we need to consider these issues seriously to have a fine infrastructure to move forward.
