As the lowest bidder, China-based information and communication technology (ICT) service provider Huawei has signed an agreement with Bangladesh Telecommunications Company Limited (BTCL) to provide technical equipment services for the 5-G readiness project.  Through this agreement, about 137 crore taka has been saved compared to the approved expenditure of the government.

Following all the rules and regulations, BTCL signed an agreement with Huawei on November 19 to supply equipment. Project Director Monzir Ahmed signed the contract on behalf of BTCL. On the other hand, Huawei International Business Director Chen-Shi and Huawei Technologies Bangladesh Chief Operating Officer Hu-Yoyi signed the agreement on behalf of the Huawei brand.

BTCL Acting Managing Director (MD) Md. Anwar Hossain, Deputy Managing Director (DMD) Sanjib Kumar Ghatak, Ansar Ali, and Ziadul Anam; Huawei International Solutions Manager Xiao Longgang and Huawei Technologies Bangladesh Account Director Go Uyo and Account Responsible Moinul Hasan were present.

According to the government tender, all contractual work must be completed within a maximum of 28 days after the opening of the financial proposal and notification of award (NOA) or work order. The conditions did not specify any minimum period. As all the technical evaluation of the tender is done in advance, the stakeholders are able to complete all the financial evaluation of the tender within a short period of time after the opening of the financial proposal due to proper reasons.

It is reported that the approval of Huawei’s purchase proposal was recommended at the 216th meeting of the BTCL Board of Directors on November 13, after the financial evaluation was approved. The completion of the evaluation work has nothing to do with the conduct of the Board of Directors meeting. The evaluation committee completed the evaluation as per the rules and submitted the report. Since the meeting of the Board of Directors was held after the submission of the report of the Evaluation Committee, the matter was presented there. A Notification of Award (NOA) or work order is then issued to Huawei subject to the approval of the Board of Directors.
